Community Development Block Grant (CDBG)
The Community Development Block Grant (CDBG) program is a flexible program that provides communities with resources to address a wide range of unique community development needs. Beginning in 1974, CDBG was created as a tool to help local governments tackle serious challenges facing their communities. The CDBG program provides annual grants on a formula basis to local government and States. The Charter Township of Waterford is a recipient of the CDBG entitlement program (municipalities with populations of at least 50,000), which allocates annual grants for activities intended to provide decent housing, a suitable living environment, and opportunities to expand economic opportunities for low- and moderate-income persons.
CDBG Consolidated Plan
CDBG Entitlement communities must develop and follow a detailed five-year plan that outlines the activities to be funded with CDBG funds. Not less than 70 percent of CDBG funds must be used for activities that benefit low- and moderate-income persons. In addition, each activity must meet one of the following national objectives for the program: benefit low- and moderate-income persons, prevention or elimination of slums or blight, or address community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community for which other funding is not available. This planning process is focused on providing information required by HUD as conditions of receiving grant funds.
The Township is currently in the processing of considering the draft of the next CDBG Five-Year Consolidated Plan for the 2011-2016 timeframe. This draft will be reviewed by the Planning Commission at its Tuesday, March 29, 2011 meeting to be held at 4:30 p.m. in the Township Hall Auditorium, with the Planning Commission making a recommendation on the Plan to be sent to the Township Board for final consideration and approval. Urgent Needs Home Repair Program
The principal activity that Waterford has dedicated the majority of its CDBG funds is to provide zero percent (0%) interest, deferred payment loans (D.P.L.) to eligible homeowners for limited repairs to their homes. Our mission is to assist low and moderate income Waterford Township homeowners improve their quality of housing. The upgrading of these homes and neighborhoods is important in keeping Waterford Township a desirable place to live and work.
