Water Meter Change Out

Beginning in the Summer of 2013, selected Waterford Water customers will receive notice regarding the Township’s upcoming meter change out program. Customers receiving the notice will be asked to contact the Township’s contractor, Vanguard Utility Service, Inc., to schedule an appointment for their water meter replacement.

The Waterford Township Department of Public Works (DPW) will be removing old meters and outside readers and replacing them with new meters and outside radio readers. There is no cost to the homeowner for this work. Vanguard Utility Service, Inc. employees will be equipped with a Township issued identification card as well as magnetic placard signs on the vehicles with the Company’s logo. Meter replacement should take no longer than 30 minutes.

Project Overview
Since 2008, the DPW has been working with the Neptune Technology Group to install a fixed-base meter reading network throughout the Township. What this means is that meter reads are broadcast over the air to several collection points, and then downloaded into a database which automatically generates quarterly water and sewer bills. This eliminates the need for DPW employees to enter onto private property to read meters, and streamlines the billing process, creating more accurate water and sewer bills for customers.

Several thousand new meters and remote readers have been installed throughout Waterford Township, as well as the data collection infrastructure. The new system has had very good results to date. The new meters have the ability to detect water leaks and water back flows. These enhanced customer service features are not available with conventional meters. In 2012, the DPW applied for and received financing from the State of Michigan’s Drinking Water Revolving Fund (DWRF) to change out a large majority of the remaining meters and readers.

This will bring the DPW much closer to achieving its goal of having a complete fixed-base meter reading and billing system. The DWRF Structure permitted the DPW and its customers to receive low-interest rate loans. Additionally, the project has qualified for Principal Loan Forgiveness from the Federal Government. These programs equate to a very cost-effective program for Waterford DPW and its customers.
